French Aviation Portal Busts Mediapart’s Lies That Rahul Gandhi Spread

A mediahouse with questionable credentials and clearly biased views was being used by Congress president Rahul Gandhi and sections of the Indian media in their misinformation campaign intended to somehow paint the Rafale deal as murky.

Recently, they had come out with claims that accessed some ‘internal document’ of Dassault Aviation that says the contract with Reliance was a ‘trade-off’ for the Rafale deal to go through with the Indian government. These misleading claims have already been busted here and here.

In a sensational development, Yves Pagot a French aviation enthusiast has written of his aviation portal that keenly follows the aviation industry, and busted Mediapart’s claims of having accessed an ‘internal document’ that shows ‘Reliance was imposed upon Dassault’.

The write-up is in French and here is the most important, operative part of the piece, translated to English. Here is what he says:

“This is the union summary of a meeting (CEC, Central Committee of an Enterprise,mandatory under French law), presenting the impact of the offsets imposed on the defense contract (50% of contreparties) and of the “Make in India policy”

This clearly shows that “50% of contreparties” means offsets worth 50% of the deal’s value must go back to India as part of Make In India policy. This is correct that there is a mandatory imposition of this 50% offsets clause to India – this is to stimulate Indian industries and pump jobs and investment back in India. Dassault has also mentioned that as part of fulfilling this offsets commitment, they are in talks with more than a 100 Indian companies

There is NO mention of Reliance in this part of the summary of the meeting at all!

As for Mediapart’s own credentials and objectivity, suffice to say the below screenshot is enough.

Yves Pagot, the aviation blogger decoded the original ‘internal document’ and lays bare the facts that are nothing sensational.

He tweeted the below about Mediapart and says the Mediapart is lying about accessing some ‘sensational internal document’.

In fact, Pagot writes that he hesitated before writing this piece that busts the disinformation campaign on the Rafale deal but he felt moved to write this. Most people conversant with basic facts are disgusted by the propaganda unleashed.

In India though, this has reached different heights altogether with Rahul Gandhi leading an attempt to weaken India’s defence capabilities, muddying the waters through his lies and sully India’s relations with France.

Jeudi 11 Mai 2017 s’est tenu le C.C.E en presence de Messieurs Segalen et Petit.Le point principal a l’ordre du jour portait sur la presentation des comptes societe 2016. L’expert comptable du CCE a presente les comptes 2016, en synthetisant la tres bonne sante financiere de Dassault Aviation malgre les meventes des Falcon.

 

·         Un niveau de chiffres d’affaires en hausse, de 5% a 3,161 milliards d’Euros.

 

·         Un benefice qui porrait fair palir nombre d’enterprises aeronautiques a 257 million d’euros.

 

·         Une tresorerie disponible, de plus de 2,56 milliards d’Euros.

 

·         Des prises de commandes elevees de 9,20 milliards d’euros.

 

·         Une prise de commandes, de 20 appareils Falcon et 36 Rafale.

 

·         Un carnet de commandes atteignant, 20 milliards d’euros.

 

Account of CGT meeting of L’UES on 11 May 2017

 

On Thursday, May 11, 2017, was held the CCE in the presence of Messrs. Segalen and Petit. The main item on the agenda was the presentation of the 2016 corporate accounts. The accountant of the CCE presented the 2016 accounts, putting together the very good financial health of Dassault Aviation despite Falcon’s sales.

 

·         A turnover level increased by 5% to 3.161 billion Euros.

 

·         A profit that could make many aeronautical companies profitable was 257 million euros.

 

·         A cash available, of more than 2.56 billion Euros.

 

·         High order intake of € 9.20 billion.

 

·         Order taking, 20 Falcon and 36 Rafale aircraft.

 

·         An order book of up to 20 billion euros.

 

M. Segalen a confirme “le gel des embauches” pour 2017, ainsi que de “laisser filer les effectifs”

 

Il nous explique ensuite que, si la charge augmente, il fera appel en priorite aux interimaires et  a la soustraitance, moin chers et plus flexibles, afin de palier a “l’augmentation du taux horaire des Specifiques Fabrication, de 23% depus 2010” et qu’il n’exist “plus aucun dogme autour du nombre de 2000 Specifiques Fabrication”.

 

Aucun justification chiffree ne nous ayant ete apportes a ces propos

 

Malgre cela M. Segalen, nous assure qu’il pourrait y avoir des embauches!!!

 

A qui pense-ti-il fair croire cela!

 

Par contre, M. Segalen s’interroge fortement sur le nombre important d’ingenieurs et de personnel d’encadrement dans les etablissements, quant a leur bonne employabilite!!!

 

Les prochains sur la liste……?

 

 

S’en est suivi, un point sur le RAFALE et les prospects en cours, sans plus de commentaires et de vision a terme. Concernant le RAFALE France, la DG espere obtenir la fin de la 4eme tranche, anisi que la 5eme et certification F4.

 

Mr. Segalen confirmed the “hiring freeze” for 2017, as well as “cutting  down the staff down”

 

 

He then explains that, if the load increases, he will first use sub-contractors and subcontracting, cheaper and more flexible, in order to overcome the “increase in the hourly rate of Special Manufacturing, 23% since 2010” and that there is no longer any authority for the 2000 Special Manufactures “.

 

No justification in numbers was given to these remarks

 

Despite that Mr. Segalen assured us that he could be hiring !!!

 

Who does he think would believe that?

 

On the other hand, Mr. Segalen strongly questions the large number of engineers and supervisory staff in the institutions, as to their good employability!

 

 

The next ones on the list ……?

 

There followed, a point on the RAFALE and the current prospects, without more comments and forward vision. Regarding the RAFALE France, the DG hopes to get the end of the 4th tranche, as well as the 5th and F4 certification.

D’apres M. Segalen, il etati imperatif et obligatoire pur Dassulat Aviation d’accepter cette contrepartie afin d’obtenir le contrat export RAFALE Inde.

A complete presentation of “Make in India” with the creation of the company Dassault Reliance Aerospace “in NAGPUR was made.

According to Mr. Segalen, it is imperative and obligatory for Dassault Aviation to accept this “contrepartie” in order to obtain the RAFALE India export contract.
